Sir,
I am commanded by the Army Council to refer to
the letter from the Colonial Office, No.45489/1921,
dated 31st January last, relating to the method of
accounting by the Government of Hongkong for certain
"returned" stores.
The Council are prepared, subject to the
concurrence of Their Lordships, to raise no objection
to the proposals that incomings arising from returned
stores which represent realization of capital should
be credited to a separate head of revenue which shall
be exempt from assessment from kilitary Contribution.
